New Zealand Opens Online Casino License Race, but Players Must Wait

New Zealand has started vetting online casino operators, though the fully licensed market is not expected to arrive until 2027.

First Step Is Vetting, Not a Casino Launch

New Zealand’s Department of Internal Affairs has opened the expression-of-interest stage for companies seeking an online casino license. Submissions opened on July 17 and close on August 14, 2026.

This does not mean a fresh batch of legal casino sites will appear overnight. The EOI is the first part of a three-stage process designed to filter out operators that fail to meet the country’s financial, ownership and compliance standards.

Applicants must supply corporate records, ownership and management diagrams, credit reports and details about their available capital. Key officers also face identity, credit and criminal-record checks across relevant jurisdictions. Operators require at least NZ$7.5 million in available capital.

Fifteen Licenses Are Up for Grabs

New Zealand plans to issue no more than 15 licenses, with each license tied to one casino brand. A company may control up to three licenses, preventing one large operator from hoovering up the entire market.

Operators that clear the EOI stage will move into an ascending clock auction expected in September. The price rises in rounds until the number of remaining bidders matches the licenses available. Winning bidders may then submit full applications from October.

A winning bid will not guarantee approval. Companies must still submit business plans and detailed policies covering marketing, player protection, harm prevention and regulatory compliance.

Players Will Get Tools Missing From Offshore Sites

New Zealanders already use hundreds of overseas casino websites, but those businesses have not been required to follow local player-protection rules. The new system is meant to move customers toward operators that can be monitored and punished under New Zealand law.

Licensed casinos will have to verify that customers are at least 18, offer self-exclusion and provide controls covering deposits, spending and playing time. The regulations also include breaks in play, time-outs, pop-up reminders and restrictions involving autoplay, inducements and certain game features.

Operators will not be allowed to offer gambling on credit. They must also maintain complaint systems, protect withdrawals and collect information used to identify potentially harmful gambling behaviour.

For players, those rules should make licensed platforms easier to challenge when withdrawals stall, accounts are mishandled or responsible-gambling controls fail. Offshore sites have not always provided much help once the cheery live-chat script runs out.

A License Badge Will Help Players Check Sites

Approved casinos will need to display an official registration icon and use an audio mark, giving players a quick way to distinguish licensed operators from sites sitting outside the local system.

That distinction will matter once enforcement begins. The regulator will be able to issue takedown notices, formal warnings and enforceable undertakings, while serious or repeated breaches can bring penalties of up to NZ$5 million.

The rules also reach advertising. Online casino promotions are currently prohibited during the transition, and the new law gives authorities stronger powers against unlawful ads and those arranging their publication.

December Brings the First Market Cut-Off

From December 1, 2026, operators that have not applied for a license must stop serving New Zealand customers. Businesses with applications still under review may continue operating temporarily, but they cannot advertise.

The complete licensed system is expected to be operating during 2027. Until then, players should not assume that a casino accepting New Zealand dollars or using Kiwi-themed graphics has received local approval.

The license race is now under way, but its success will be judged somewhere less glamorous than the auction room. It will depend on whether players receive faster complaints handling, clearer limits and fewer excuses when they ask for their money back.
